                                            <content:encoded><![CDATA[<p><strong>NAIROBI, Kenya, May 21-A 27-year-old man accused of running an alleged child trafficking and sexual exploitation network disguised as rescue centres has been arraigned in Mombasa after detectives rescued 22 girls from facilities in Mombasa and Kilifi counties.</strong></p>



<p>The suspect, identified as Almasi Rama Amos, appeared before the Shanzu Law Courts on Wednesday, facing multiple charges, including defilement, child trafficking for sexual exploitation, promotion of child trafficking, and child abuse.</p>



<p>According to investigators, the arrest followed weeks of intelligence-led investigations by detectives from the Anti-Human Trafficking and Child Protection Unit (AHTCPU) working alongside officers from the Regional Criminal Investigations Office in Mombasa.</p>



<p>Detectives tracked the suspect to a hideout in Nguu Tatu Estate in the Concordia area of Kisauni Sub-County, where he was allegedly found with three underage girls.</p>



<p>Preliminary investigations indicate that the suspect is believed to have been operating several centres in Mombasa and Kilifi counties under the guise of offering care, mentorship and support to vulnerable girls.</p>



<p>However, investigators allege the facilities were instead being used to sexually exploit and abuse minors.</p>



<p>Following his arrest, detectives said the suspect led officers to another facility in Ribe, Rabai Sub-County, where 19 more girls were rescued, bringing the total number of rescued juveniles to 22.</p>



<p>The rescued girls are expected to receive protection and support as investigations continue.</p>



<p>The court heard that the suspect denied all charges leveled against him. He pleaded not guilty and was denied bond.</p>



<p>The case will be mentioned on June 8, 2026.</p>



<p>The Directorate of Criminal Investigations (DCI) said it remains committed to combating child exploitation, trafficking and abuse, warning that individuals involved in crimes against children will face legal action.</p>]]></content:encoded>

                                            <content:encoded><![CDATA[<p><strong>NAIROBI, Kenya May 21  The United Democratic Alliance (UDA) has scored a major legal victory after the High Court in Embu upheld the election of Njeru Leo Wa Muthende as the validly elected Member of Parliament for Mbeere North, dismissing a petition challenging his by-election victory.</strong></p>



<p>In a judgment delivered on Thursday, Justice R. Mwongo ruled that the petition filed by DPs Newton Kariuki Ndwiga failed to meet the legal threshold required to overturn the election, despite findings of isolated electoral irregularities and possible criminal malpractices.</p>



<p>The court affirmed Wamuthendes election, bringing to a close months of legal contestation over the Mbeere North parliamentary by-election.</p>



<p>Ndwiga had sought to nullify the election, arguing that the poll was marred by violence, failures in election technology, irregular handling of election materials and procedural breaches that allegedly undermined the integrity of the process.</p>



<p>He asked the court to declare the election unconstitutional, illegal and invalid and to overturn the declaration of Wamuthende as winner.</p>



<p>However, the court found that while some incidents and procedural lapses had been established, they were not widespread or substantial enough to affect the outcome of the election.</p>



<p>On allegations of irregular appointment and dismissal of election officials, the judge held that the petitioner failed to identify the affected IEBC officers, the alleged unlawful actions, or the specific legal provisions said to have been breached.</p>



<p>The Court found that the evidence of the petitioner did not list the IEBC officers in issue, did not identify which of the officers were opaquely or irregularly appointed and or deployed or dismissed, and did not specify which provisions of any law were violated, the judgment states.</p>



<p>Claims that voters had been disenfranchised due to failure to deploy printed voter registers were also dismissed.</p>



<p>The court found that every polling station had a physical voter register available, although sealed in plastic envelopes, and noted that no evidence had been presented showing that any voter was denied the right to vote.</p>



<p>The case law on use of physical registers is that such register is only to be used in instances where biometric or alphanumeric identification fails. There was no evidence of such failure of identification, the court said.</p>



<p>Justice Mwongo further examined claims of interference with voter registration data and acknowledged that one case of unlawful alteration of the voters register had been established after the register freeze period.</p>



<p>Even so, the court ruled that the incident involved only one individual and was not shown to be widespread, intentional or capable of altering the will of the electorate.</p>



<p>It was not proved that the admitted interference with the register was either widespread, systemic or intended. In substance there was no proof of the fact that the sole instance of interference with the register affected the will of the people, the court ruled.</p>



<p>The petition also cited violence and intimidation during polling day, particularly at Gitiburi and Kaungu polling stations.</p>



<p>The court confirmed that violence occurred at the two stations, with Kaungu recording the more serious incidents. It further noted that voter turnout at Kaungu dropped after the disturbances, theoretically translating to about 51 voters or roughly eight per cent below the constituency average.</p>



<p>Taken as a whole, the court was not able to find that such violence was widespread, systematic or pervasive within the electoral area, or that the proved violence substantially affected the overall result of the elections, Justice Mwongo held.</p>



<p>Despite this, the judge held that the violence was not systematic, pervasive or extensive enough across the constituency to substantially influence the final result.</p>



<p>The court similarly addressed allegations of bribery and undue influence, finding that evidence from two witnesses pointed to possible electoral bribery.</p>



<p>Justice Mwongo observed that an electoral malpractice of a criminal nature may have occurred under Section 87 of the Elections Act. However, the court concluded there was insufficient proof linking the alleged misconduct to the final outcome of the election.</p>



<p>Court found there was bribery on evidence of two witnesses, and determined that an electoral malpractice of a criminal nature may have occurred, the ruling said, adding, however, that there was no evidence that the scope and prevalence of the malpractice substantially affected the result of the election.</p>



<p>On vote tallying and election documentation, the court identified unexplained inconsistencies between Forms 35A and 35B amounting to a 10-vote discrepancy.</p>



<p>But scrutiny of the records found no evidence of deliberate manipulation, with the inconsistencies attributed to clerical or translocation errors during tallying.</p>



<p>Scrutiny did not find anything to suggest any irregularity in the inconsistencies, but rather careless mistake in translocation from the vote tally column of the Form, the judgment states.</p>



<p>The court also found isolated irregularities involving election materials, including a broken chain of custody at two polling stations, but ruled that there was no evidence the votes themselves had been compromised.</p>



<p>Out of 134 polling stations, there was broken chain of custody, possible unlawful handling of voting material but no violation of poll closing procedure at Gitiburi 1 and 2 polling stations, the court said, adding that there was no basis for a finding that the irregularities or non-compliance were substantial, pervasive or widespread, or affected the election outcome.</p>



<p>Although the petition was dismissed, the judgment flagged several electoral malpractices for further investigation.</p>



<p>The court directed that a report be forwarded to the Director of Public Prosecutions (DPP) over suspected offences, including unlawful alteration of the voters register, improper handling of assisted voters and failure by election officials to properly record assisted voting as required by law.</p>



<p>The court finds that the following were malpractices of a criminal nature and directs that the same be transmitted to the DPP, the ruling states, citing admitted alteration of register without authority, double assistance of voters, and failure to record in the polling station register against the name of the voter the fact that the voter was assisted.</p>



<p>Justice Mwongo noted that scrutiny had uncovered violations involving assisted voters, including six individuals who assisted more than one voter each, contrary to electoral regulations. However, the court said those issues could not be relied upon in determining the petition because they had not been pleaded in the original case.</p>



<p>This evidence on assisted voters arose from scrutiny but had not been pleaded in the petition. The court cannot rely on this evidence in proof of the petition, the judge held.</p>



<p>The judge dismissed the petition with costs capped at Sh4 million, with 70 per cent awarded to the IEBC and the other respondents, and 30 per cent to Wamuthende.</p>



<p>In the final certification issued under the Elections Act, the court declared that Wamuthende remains the duly elected Member of Parliament for Mbeere North, with the decision to be transmitted to the Speaker of the National Assembly.</p>



<p>Having concluded the hearing of the election petition, I certify that the petition was dismissed and the 4th Respondent remains the duly elected Member of Parliament for Mbeere North constituency, the court declared.</p>]]></content:encoded>

<p><strong>NAIROBI, Kenya, May 21-The Ethics and Anti-Corruption Commission has urged County Assemblies across the country to fully implement the newly enacted Conflict of Interest Act, 2025, and strengthen independent oversight over County Executive operations to enhance accountability and protect public resources at the devolved level.</strong></p>



<p>The call was made during a capacity-building forum for members of the Bungoma County Assembly Service Board and the Committee on Powers and Privileges held in Kisumu.</p>



<p>The forum brought together elected leaders and oversight officials to discuss practical measures counties can adopt to curb conflicts of interest and stem the misuse of public funds.</p>



<p>Speaking on behalf of EACC Chief Executive Officer Abdi Mohamud, the Commissions Western Regional Manager Eric Ngumbi said the new law introduces a stronger framework for asset and wealth declarations as well as enhanced enforcement measures aimed at promoting integrity in public service.</p>



<p>In a statement read during the forum, Mohamud said the effectiveness of the law would depend on how faithfully public officials and oversight institutions execute their responsibilities.</p>



<p>By strengthening wealth declarations, tightening procurement integrity, and ensuring accountability of both MCAs and county executives, county governments can better safeguard public funds and advance genuine devolution, he said.</p>



<p>Mohamud warned that public accountability is most vulnerable when institutions mandated to provide oversight become compromised by the same corrupt practices they are expected to fight.</p>



<p>Drawing from trends observed in ongoing EACC investigations, he identified procurement and staff recruitment as the county functions most susceptible to conflicts of interest.</p>

<p>He cited cases where county executives allegedly direct tenders to proxy companies linked to Members of County Assemblies, resulting in non-competitive procurement processes, substandard projects, ghost projects and poor service delivery to wananchi.</p>



<p>Public accountability is at greatest risk when those responsible for oversight engage in the same corrupt conduct they are required to guard against, Mohamud said, urging County Assemblies to maintain independence in their oversight of governors and county executives.</p>



<p>Emmanuel Situma, who also addressed the forum, echoed the Commissions concerns and urged MCAs to view the Conflict of Interest Act as a governance tool rather than a punitive instrument.</p>



<p>He cautioned that when County Assemblies become extensions of governors offices, oversight weakens and the risk of unchecked contracts and misuse of public funds increases significantly.</p>



<p>Separately, the anti-graft agency used the forum to raise concern over the increasing forgery of academic certificates ahead of the next General Election.</p>



<p>The Commission noted that during previous election cycles, some individuals seeking nomination for elective positions submitted fake academic qualifications in order to meet eligibility requirements.</p>

<p>EACC urged universities, colleges and examination bodies to tighten verification systems and remain vigilant against attempts to fraudulently acquire certificates outside legitimate academic processes.</p>

<p>While delivering his ruling, Justice Mwongo said many IEBC officials who testified in court repeatedly claimed incidents had not been formally reported or captured in police occurrence books.</p>



<p>It is important for IEBC to remember that during or in connection with anything to do with elections, IEBC is the policeman of Kenya. Its not the Kenya police. So that you cannot wring your hands and say, it was not reported, we dont have an OB. No complaint was made.</p>



<p>He added; You have seminal powers. As a commission, even to investigate. You just need to read the newspaper. You hear something occurred, you run. Just like the Kenya Revenue Authority. When they hear, ching, ching, ching, in your mobile phone, they come running. That is how IEBC is supposed to operate under this constitution and the laws.</p>



<p>He faulted the commission for delaying whenever allegations emerged, arguing that the electoral body should proactively investigate suspicious activities once they become public.</p>



<p>Justice Mwongo indicated that strengthening IEBCs enforcement role would form part of his recommendations following the petition proceedings.</p>



<p>In India, it is clear that the Electoral Commission there, behaved the way IEBC behaves today. They changed. They became proactive. The code of conduct is enforced in India. And in fact, in India, the petitions are very, very few. I was there myself, personally. There are hardly any petitions. Because IEBC does its work, he said.</p>



<p>In his judgment delivered at the Embu Law Courts, Justice Mwongo, cited several electoral irregularities and possible malpractices even as he dismissed Newton Kariukis petition noting that it had failed to prove that the violations substantially affected the outcome of the election.</p>



<p>The Judge also pointed to evidence on allegations of voter bribery pointed to possible electoral malpractice but did not demonstrate that the alleged acts substantially influenced the final results.</p>



<p>On claims of violence and disruption, the court acknowledged that chaos at Kaungu polling station and disturbances at Gitiburi polling stations raised concerns, but held that the petitioner had not proved that the incidents materially altered the outcome of the poll.</p>



<p>Justice Mwongo further ruled that allegations relating to unlawful use of state resources, interference with voter registers and disenfranchisement of voters were not sufficiently proved.</p>]]></content:encoded>

                                            <content:encoded><![CDATA[<p><strong>NAIROBI, Kenya May 19  President William Ruto has announced a Sh41 billion expansion plan for the Port of Mombasa as part of a broader strategy to position Kenya as a leading trade and logistics hub in East and Central Africa.</strong></p>



<p>During a development tour of the Coast region, Ruto said the government is actively courting international transit partners to use the Northern Corridor through Mombasa as a preferred gateway for regional trade.</p>



<p>The President linked the port expansion to wider infrastructure improvements, including the dualling of the MombasaMalindi and MombasaLunga Lunga highways.</p>



<p>Ruto also announced a Sh1 billion modernization programme for the Likoni Ferry crossing, aimed at easing congestion and improving commuter safety.</p>



<p>The planned upgrades include expanded holding bays, pedestrian sky bridges, and enhanced ferry assets to improve operations at the busy channel.</p>



<p>According to the President, the investments are designed to unlock economic growth while improving the daily experience of residents and traders who rely on the transport network.</p>



<p>Ruto who is on a four-day tour of the Coastal region defended his administrations development agenda as inclusive and non-discriminatory, saying government projects are being implemented without regard to political, regional, or religious affiliation.</p>



<p>The Head of State affirmed that all regions deserve equal access to infrastructure, land ownership, and economic opportunities.</p>



<p>Ruto, accompanied by Deputy President Kithure Kindiki, presided over the issuance of more than 800 title deeds to residents of the Chaani Site and Service Scheme in Changamwe.</p>



<p>He emphasised that secure land ownership and access to identification documents remain critical in addressing historical injustices that have marginalized sections of Coast residents for years.</p>



<p>The question of land in Kenya has never simply been about title deeds; it has always been about dignity, belonging, security, and opportunity, Ruto stated.</p>

<p>The meeting, scheduled for Monday, May 25, will bring together party hopefuls seeking ODM tickets for various elective seats in Kisumu, Siaya, Homa Bay and Migori counties.</p>



<p>According to a party notice, the forum will be held at the Grand Royal Swiss Hotel from 8:30am and is aimed at engaging prospective candidates on the partys electoral roadmap and organisational strategy ahead of the next polls.</p>



<p>The gathering is expected to draw individuals interested in contesting positions ranging from county assembly and parliamentary seats to senatorial and gubernatorial posts under the ODM banner.</p>



<p>ODM said the session forms part of its early groundwork for the 2027 election cycle as political activity begins to intensify across the country.</p>



<p>Aspirants for various elective positions in the 2027 General Election from Kisumu, Homa Bay, Siaya and Migori counties are invited to attend, the party said in the notice.</p>



<p>The planned meeting underscores the growing momentum within political parties as they embark on internal planning, grassroots mobilisation and candidate positioning more than a year before the next national vote.</p>



<p>Nyanza, widely regarded as ODMs political bastion, is expected to witness heightened competition for party nominations, particularly for influential seats in county governments, Parliament and ward assemblies.</p>



<p>The consultative meeting comes shortly after ODM formally opened applications for members seeking the partys nomination in the 2027 contest, including contenders eyeing the partys presidential flagbearer slot.</p>



<p>In a communication issued on May 12 by ODMs National Elections Coordinating Committee, the party announced the commencement of applications for aspirants interested in vying on its ticket for positions including president, governor, senator, county woman representative, member of the National Assembly and member of the county assembly.</p>



<p>ODM said the exercise would be guided by its constitution and internal nomination regulations, with the application period set to run until June 30.</p>



<p>The party directed interested aspirants to file their applications through its online platform and urged members to confirm their registration details using the USSD verification code <em>483</em>036# ahead of the nomination process.</p>



<p>ODM further encouraged members and aspirants to remain in contact with the National Elections Coordinating Committee to seek clarification on the nomination procedures and requirements.</p>



<p>The partys latest mobilisation drive unfolds against a shifting political landscape marked by growing engagement between ODM and the ruling United Democratic Alliance (UDA) ahead of 2027.</p>



<p>Earlier this year, UDAs National Executive Committee authorised party leader President William Ruto to initiate structured coalition discussions with ODM, signalling efforts to formalise the two parties evolving political cooperation.</p>



<p>In a communiqué issued following a National Executive Committee meeting chaired by President Ruto in Nairobi on January 14, UDA acknowledged ODMs move to pursue formal engagement within the Kenya Kwanza Coalition framework.</p>



<p>The ruling party said it had taken note of ODMs Central Management Committee decision to pursue structured talks aimed at strengthening their existing political collaboration and exploring a coalition arrangement ahead of the 2027 elections.</p>

<p>Speaking during a title deed distribution exercise at the Mama Ngina Waterfront in Mombasa, President Ruto said the funds will compensate absentee landlords and facilitate the transfer of land ownership to local residents who have lived as squatters for decades.</p>



<p>More than 800 title deeds were issued to residents of the Chaani Site and Service Scheme in Changamwe, with an additional 400 expected to be processed.</p>



<p>They have told us clearly that they no longer want to live as squatters but as rightful owners. We have set aside Sh3.8 billion to compensate absentee landlords and convert land to local ownership. This will ensure the people of the Coast live with dignity as citizens in their own country, President Ruto said.</p>



<p>The President described land ownership as central to dignity, identity, and economic empowerment, saying secure land tenure would provide families with stability and opportunity for future generations.</p>



<p>Deputy President Kithure Kindiki accompanied the Head of State during the event, which also featured announcements on infrastructure and transport upgrades across the coastal region.</p>

<p><strong>NAIROBI, Kenya, May 21-The Greater Horn of Africa Climate Outlook Forum (GHACOF) has forecast a high likelihood of below-normal rainfall across much of the northern Greater Horn of Africa during the critical JuneSeptember 2026 rainy season, raising concerns over potential impacts on food security, water availability, and livelihoods in the region.</strong></p>



<p>The outlook released by the IGAD Climate Prediction and Applications Centre (ICPAC), a World Meteorological Organization (WMO) designated regional climate centre shows that below-average rainfall is expected to affect large parts of South Sudan, Uganda, Ethiopia, Djibouti, Eritrea, Sudan, and sections of western and coastal Kenya.</p>



<p>ICPAC issued the forecast under the WMO-supported network of Regional Climate Outlook Forums, which bring together climate scientists, meteorological services, and sectoral stakeholders to generate seasonal forecasts used for planning and early warning across climate-sensitive sectors.</p>



<p>GHACOF serves as a key regional platform that convenes experts and users from sectors such as agriculture, health, water resources, and disaster risk management to interpret climate information for decision-making. The seasonal outlook is particularly critical as the JuneSeptember period accounts for more than half of annual rainfall in many northern parts of the region and over 80 percent in Sudan.</p>



<p>The anticipated below-normal rainfall could have far-reaching implications, particularly for rain-fed agriculture, livestock production, hydropower generation, water supply systems, food security, and public health preparedness.</p>



<p>June to September is a vital rainy season for countries in the northern and western parts of the Greater Horn of Africa, accounting for over50% of annual rainfalland more than80% inmostparts of Sudan, the World Meteorological Organization said.</p>



<p>ICPAC noted that the evolving 2026 climate conditions bear similarities to strong El Niño years such as 1997 and 2023, when several parts of Ethiopia, South Sudan, Uganda, and western Kenya experienced suppressed rainfall during the same season.</p>



<p>These past years provide useful guidance for preparedness and anticipatory action; however, this seasonal forecast remains the main reference for planning and decision-making, ICPAC stated.</p>



<p>The World Meteorological Organization is expected to release an updated outlook on El Niño conditions at the beginning of June, which may further refine seasonal expectations.</p>



<p>The forecast indicates distinct spatial variations in rainfall distribution across the region.</p>



<p>A Near-normal rainfall conditions are expected in northern Sudan, southern coastal Somalia, and parts of Kenya while there is a high likelihood of below-normal rainfall (6080%) over central, northeastern, and northwestern Ethiopia, southern Sudan, and northern Uganda, with the strongest deficits projected in northeastern Ethiopia.</p>



<p>The report further showed, isolated pockets of enhanced rainfall are forecast over northern Sudan, southeastern Ethiopia, and parts of Somalia, including southern and northern coastal areas.</p>



<p>A delayed onset of rains is likely in parts of South Sudan, Ethiopia, and southern Sudan, while localized areas in north-central Ethiopia and central Sudan may experience near-normal or slightly early onset.</p>



<p>In addition to rainfall deficits, the outlook also points to a higher likelihood of above-normal temperatures across most of the Greater Horn of Africa.</p>



<p>The strongest warming signals are projected over northern Sudan, South Sudan, and Ethiopia, conditions that could further intensify water stress and evaporation losses.</p>



<p>ICPAC emphasized that National Meteorological and Hydrological Services (NMHSs) across member states will issue detailed country-specific forecasts and advisories to support preparedness planning and early action.</p>



<p>GHACOF, which convened on 1819 May 2026, brought together representatives from all 11 IGAD member states.</p>



<p>They are: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan, Tanzania, and Uganda, alongside stakeholders from agriculture, water, health, disaster risk management, climate change, media, NGOs, humanitarian agencies, and development partners.</p>

<p>Across the continent, there is no shortage of entrepreneurial ambition, innovation, or market opportunity. From manufacturing and agribusiness to technology and retail, African businesses are emerging with the potential to compete regionally and globally. Yet despite this momentum, one challenge continues to limit the ability of many enterprises to transition from promising ventures into scalable institutions: the inability to embrace shared ownership.</p>



<p>Too many African businesses are still built around highly centralized models  where control, decision-making, and growth capital remain concentrated within a narrow ownership structure. While this may work in the early stages of business development, it becomes increasingly unsustainable as companies attempt to scale across markets, attract investment, and institutionalize operations.</p>



<p>The reality is simple: scale requires shared ownership.</p>



<p>No company can sustainably grow into a resilient, multi-generational enterprise without creating space for broader participation, whether through strategic investors, professional governance structures, employee ownership, partnerships, or ecosystem collaboration. Businesses that remain overly founder-centric often struggle to unlock the capital, expertise, and institutional capacity necessary for long-term growth.</p>



<p>This conversation is particularly important for Africa because our economies are entering a period that demands scale at unprecedented levels. Our populations are growing rapidly. Consumer markets are expanding. Urbanisation is accelerating. And the African Continental Free Trade Area (AfCFTA) is creating new pathways for regional commerce. To compete effectively within this environment, African companies must evolve beyond survival-mode entrepreneurship into scalable institutions capable of operating across borders and value chains.</p>



<p>That transition cannot happen in isolation.</p>



<p>Shared ownership is not merely about equity distribution. It is about building systems that allow multiple stakeholders to contribute to growth and participate in value creation. This includes investors providing long-term capital, employees contributing innovation and productivity, suppliers strengthening local value chains, and communities becoming part of the broader economic ecosystem.</p>



<p>In manufacturing, this principle is especially relevant. Industrial growth depends heavily on interconnected systems; raw material sourcing, logistics, energy, distribution, retail networks, and workforce capability. No manufacturer can scale sustainably without collaborative relationships across these layers. The businesses that will define Africas industrial future are those that understand growth as an ecosystem exercise rather than an individual enterprise pursuit.</p>



<p>Equally important is the role of governance. One of the key barriers to shared ownership in many African businesses is the fear of losing control. But strong governance structures are precisely what enable sustainable growth without undermining strategic direction. Independent boards, transparent reporting, professional management, and accountability systems create confidence among investors, partners, and institutions. They transform businesses from personality-driven entities into scalable platforms.</p>



<p>This is a lesson that many of the worlds most successful companies learned long ago.</p>



<p>Global enterprises scaled because they institutionalized ownership, leadership, and succession. They built organizations that could outlive founders and adapt across generations. Africa must now build the same culture if it is to create globally competitive enterprises.</p>



<p>The urgency is even greater in todays economic climate. Access to capital remains constrained across much of the continent. Development finance is becoming more selective. Consumers are more value-conscious. Regulatory environments are evolving. In this context, businesses that fail to collaborate, formalize, and build shared value systems risk stagnation.</p>



<p>At the same time, shared ownership presents enormous opportunity. It enables businesses to attract strategic partnerships, strengthen resilience, accelerate innovation, and expand market reach. It also creates more inclusive economic participation  ensuring that growth benefits employees, suppliers, distributors, and communities rather than remaining concentrated at the top.</p>



<p>For Africa, this is not only a business issue. It is a development issue. The continents long-term prosperity will depend on whether we can build enterprises that create broad-based economic value at scale. This means moving away from extractive growth models and toward collaborative ecosystems where success is shared and sustainability is embedded.</p>



<p>At HACO, we increasingly see this philosophy reflected in the future of manufacturing and distribution. Whether through strategic partnerships, inclusive value chains, or community-centred enterprise models, sustainable growth today requires deeper collaboration across sectors and stakeholders.</p>

Kenya, already Africas largest milk producer, should not settle for regional dominance, he argued. The government wants to build a dairy system capable of exporting milk powder and insulating farmers from the price volatility that comes with seasonal production swings.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><em>We want to make sure there is no milk pricing coming down. Rain seasons and dry seasons should not destabilize farmers,</em> he said.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">To reduce production costs, the government plans to encourage local cultivation of yellow maize and soybeans for animal feed through state-supported land leasing programs. The ministry is also accelerating dairy genetics reforms through a subsidized sexed semen program, cutting the cost from Ksh. 9,000 down to Ksh. 1,000 per unit, a move officials say will rapidly increase the number of high-quality dairy cows across the country.</p>
<h3 class="text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold"><strong>Animal Welfare Gets a Mention Too</strong></h3>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">CS Kagwe also took aim at poor animal welfare practices, criticizing farmers who keep cows in cramped and neglected conditions.</p>

The administrations broader goal is to restructure Kenyas entire dairy economy around quality, traceability, and long-term farmer profitability, replacing a fragmented informal system with one that works for farmers, consumers, and the countrys export ambitions alike.</p>

<p data-path-to-node="4">He further reminded the nation of the historical consequences of such political narratives, adding:</p>
<p data-path-to-node="5,0"><em>We all know what that led Kenya into. We lost over 1,300 Kenyans, and hundreds of thousands of Kenyans are up to date in IDP camps.</em></p>
<h3 data-path-to-node="5,0"><strong>Malala Names Murkomen and Hassan Omar as Key Players</strong></h3>
<p data-path-to-node="0">Malala named Interior Cabinet Secretary Kipchumba Murkomen and United Democratic Alliance (UDA) Secretary General Hassan Omar as key figures allegedly pushing this divisive narrative.</p>
<p data-path-to-node="1">He specifically faulted Murkomen for what he termed as reducing critical national security concerns into petty ethnic politics rather than addressing the actual insecurity challenges plaguing the country.</p>
<p data-path-to-node="2,0"><em>Reducing critical security issues into an ethnic clash between a Kikuyu and Kalenjin affair is bad for our nation, Mr Murkomen,</em> he stated. <em>As you do your simple mind games, cattle rustling in Meru is wreaking havoc. Mandera is occupied by Jubaland forces, goons are taking control of towns.</em></p>
<p data-path-to-node="3">The former UDA official further accused the Ruto administration of attempting to frame widespread public frustrations over the high cost of living and governance failures as an ethnic contest.</p>
<p data-path-to-node="4,0"><em>When Kenyans come out in the streets to demonstrate about high costs of fuel, mutilated payslips, dysfunctional SHA, and failed education systems, it is not Kikuyu vs Kalenjin community, Mr. Kipchumba Murkomen,</em> he said.</p>
<p data-path-to-node="4,0"><em>It is about 55 million Kenyans suffering high taxation, double standards, bad roads, poor policy, among others.</em></p>
<h3 class="fw-bold"><strong>Malala Warns Matatu Sector against Increasing Fare Prices</strong></h3>
<p data-path-to-node="0">Malala also took aim at the government over skyrocketing fuel prices, slamming the latest price hikes as insensitive and deeply harmful to ordinary citizens.</p>
<p data-path-to-node="1,0"><em>The government cannot purport that the high fuel cost only affects the matatu sector. Every Kenyan is affected by this insensitive fuel hike,</em> he said.</p>
<p data-path-to-node="2">Speaking on the ongoing matatu strike, the DCP deputy party leader cautioned transport operators against raising fares while negotiations with the state continue.</p>
<p data-path-to-node="3,0">He said, <em>To the matatu sector, do not dare increase the costs of transport or fare costs since you agreed to the one-week negotiation with the government.</em></p>
<p data-path-to-node="4">Malala additionally accused the Kenya Kwanza administration of intentionally stirring up ethnic narratives to distract the public from the controversial Finance Bill 2026/2027 and mounting public anger. He noted that Kenyans see right through these political schemes.</p>
<p data-path-to-node="5,0"><em>But we know all this balkanization is meant to hoodwink Kenyans on the punitive Finance Bill 2026/2027. If you think it will stop Kenyans from asking questions, you are far from what the reality is,</em> he said.</p>

<p data-path-to-node="1">Jeremiah Kioni noted that the protests witnessed over the past two days carry a clear message from Kenyans that they have had enough, insisting that citizens took to the streets spontaneously rather than through political mobilization.</p>
<p data-path-to-node="2,0"><em>What we saw in the last two days is a statement of Kenyans saying enough is enough There was no single political statement ahead of the demos,</em> Kioni said.</p>

<p data-path-to-node="2">Taking a sharp swipe at Gachaguas past career, Itumbi claimed that Gachagua left no meaningful track record behind during his time as a District Officer (DO) or as Uhuru Kenyattas personal assistant.</p>
<p data-path-to-node="3,0"><em>You were also DO, but we just cannot remember anything you did. You became Uhurus PA and your biggest achievement was making sure Uhuru lost the election,</em> he reiterated.</p>
<p data-path-to-node="4">The Head of Presidential Special Projects and Creative Economy Coordination concluded by defending his current department, stating that his office creates employment for several Kenyans and continues to assist many others.</p>
<p data-path-to-node="0">During his address in London, Gachagua questioned why authorities included Itumbi in such a high-stakes meeting despite him only being a blogger. He slammed President William Ruto for allegedly allowing bloggers to <em>run the country</em> while the Head of State traveled away on official duties.</p>
<p data-path-to-node="1">The DCP leader made these comments after a leaked video of the meetings proceedings went viral on social media.</p>

<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><em>The appointment of Honourable Aisha Jumwa Katana as Chairperson of the Kenya Roads Board was undertaken without demonstrable compliance with the mandatory statutory framework prescribed under Section 7 of the Kenya Roads Board Act No. 7 of 1999,</em> the court stated.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Beyond the statutory breach, the court found that the recruitment process also violated Articles 10, 47, and 232 of the Constitution. These provisions require that all public appointments adhere strictly to the values of transparency, accountability, fairness, and administrative justice. The court ruled that these defects made the appointment legally unsustainable from the outset.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Justice Mwamuye drove the point home with a clear articulation of the principle at stake.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><em>Legality flows from fidelity to the Constitution and the enabling law,</em> he noted, adding that where statutory procedures go unobserved, the resulting decision cannot stand.</p>
<h3 class="text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold"><strong>The Appointment Is Null and Void</strong></h3>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">Acting on those findings, the court issued a formal declaration nullifying the appointment entirely.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><em>A declaration is hereby issued that the appointment of Honourable Aisha Jumwa Katana as Chairperson of the Kenya Roads Board is unconstitutional, unlawful, null and void ab initio,</em> Justice Mwamuye ruled.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The court also quashed two official Gazette Notices tied to the appointment: Gazette Notice No. 384 of January 16, 2025, and Gazette Notice No. 395 of January 17, 2025, to the extent that they confirmed her role. The judgment made clear that publishing an appointment in the Gazette does not shield it from legal challenge when the underlying process is flawed.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><em>Publication in the Gazette does not confer upon an appointment undertaken contrary to statute,</em> the court stated.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">While the court nullified the appointment, Justice Mwamuye stopped short of issuing a blanket order invalidating every decision Jumwa made while serving in the role. The judge cautioned against sweeping remedies that could disrupt public administration without clear justification in each case.</p>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]"><em>It would not be reasonable or proportionate to quash all actions and decisions undertaken without knowing the status, nature, and scope of those actions,</em> the court observed, drawing a careful line between enforcing legality and protecting the broader public interest.</p>
<h3 class="text-text-100 mt-3 -mb-1 text-[1.125rem] font-bold"><strong>What Must Happen Next</strong></h3>
<p class="font-claude-response-body break-words whitespace-normal leading-[1.7]">The court did not leave the matter without clear direction for the future. Justice Mwamuye directed that any subsequent appointment to the Kenya Roads Board Chairperson position must fully comply with the Kenya Roads Board Act and the constitutional principles governing public appointments, including transparency, inclusivity, accountability, and procedural fairness.</p>
